Ali Khorram, former ambassador to the IAEA, addressed the possibility of transfer of the responsibility of the nuclear dossier from the SNSC to the Foreign Ministry, “If the (nuclear) negotiator is a Foreign Ministry official and has (real) full authority, one could hope that (while) using this authority, he would be able to show flexibility or toughness during negotiations when necessary.” He continued to say, “Also, because of the authority and knowledge the Foreign Minister has regarding international relations, he could discuss the nuclear issues from a multilateral perspective.”
