The draft, which was presented by Rouhani’s government and previously approved by the Majlis Budget and Planning Committee, envisages a significant reduction in some revenues of approximately $12 billion, i.e from $84 billion to $72 billion, as President Rouhani doubted the previous figure to be realistic. The draft also anticipates exclusion of around 22 million Iranians from the upper class from receiving cash subsidies. 122 Majlis members voted for the draft, 67 against it and 10 abstained from voting.
